Armenia’s Parliament voted to ratify the Rome Statute of the International Criminal Court (ICC),

Armenian Prime Minister, Nikol Pashinyan, in the European Parliament on 17 October 2023, said that Armenia was ready to sign a peace treaty with long-time foe Azerbaijan. He also criticized the inaction of Armenia’s supposed allies, when he said that CSTO troops did not assist Armenia when Azerbaijani troops attacked Nagorno-Karabakh on 20 September 2023. That the Russian peacekeepers stationed in the area also did nothing to stop the attack. And that the CSTO also did nothing to help Armenia when Azerbaijan violated the country’s sovereignty during skirmishes in 2021.

TASS, the Russian-state media news agency reported the following statements from an unnamed Russian official.
“We regard the speech of Armenian Prime Minister Nikol Pashinyan in the European Parliament on October 17 as absolutely irresponsible and provocative, especially with regard to Russia and Russian-Armenian relations.”
“We see how they are trying to turn Armenia into Ukraine No. 3, if we count Moldova as Ukraine No. 2, and Pashinyan is taking leaps and bounds along the path of Volodymyr Zelensky.”
Kremlin spokesperson Dmitry Peskov also said that Russia considered this an “extremely hostile” move.
Traditionally, Russia and Armenia have been close allies.
Armenia along with Russia, Belarus, Kazakhstan, Tajikistan, Kyrgyzstan, and Uzbekistan, is a member of the Collective Security Treaty Organization (CSTO), which is designed to operate as a joint defense whereby an attack on one is an attack on all.
