"The King is dead, long live The King" simply means two things.

The current King had just died,  and, people are immediately wishing the new King a long life.

The new Monarch takes over at the moment of death, even if not present at the place of Death.

When King George VI died in 1952, the term used was "The King is dead, Long live The Queen", as Queen Elizabeth II took the throne from the moment of the Kings death.
